This is a Chrome Hearts women's star-spangled banner short-sleeved T-shirt.
I purchased it over 20 years ago at either the Chrome Hearts Harajuku store, Utika (closed), or the Aoyama store.
I believe the design from that era is rare.
I only wore it a few times, so it's in good condition, but there is some staining as shown in the photos due to storage.
