Vintage 1970s (possibly 1960s) Kelly Arden Junior Petites Dress. Size and Material tags missing, but my dress form is a size S/4-6 and this dress fits it well. Material is thick and a little scratchy like wool but I can't say for sure that it is wool. Light blue top with army green bottom and accents. Hidden back zip with hook and loop closures (hook is metal, loop is just a fabric loop). Knee length. Union Made tag.
