I’m 5’ 1” and it’s hemmed to my 4” heels and I changed into shoes later in the evening so my seamstresses custom hemmed so I could wear 1” platform converse as well. There’s a button in the front so you can pin it up for shorter shoes.
Has off the shoulder detachable sleeves. I do have a matching glitter veil (fingertip length) with details on the edging as well if interested.
